2019 Proposal & Funding Process

M.L. 2019 Project Appropriations

On May 24, 2019, the legislature adopted 65 LCCMR recommendations as recommended, provided additional funds to two recommendations and modified one other. They also added 14 additional appropriations, primarily using funds freed up ($2.94 million FY19; $7.84 million FY20) following the repeal of M.L. 2018, Chapter 214, Article 6, Section 4 appropriation bonds. On May 31, 2019, 82 appropriations were signed into law by the Governor as M.L. 2019, First Special Session, Chapter 4, Article 2, for $64,476,000 total appropriations ($149,000 FY16, $2,940,000 FY19, and $61,387,000 FY20).

2019 Project Recommendations

For the FY2020 and FY2021 biennium, approximately $61 million, minus debt service per M.L. 2018, Chp. 214, Art. 6, Sec. 4, is available each year for funding from the Environment and Natural Resources Trust Fund. As of July 18, 2018 the Legislative‐Citizen Commission on Minnesota Resources (LCCMR) has selected 68 projects totaling $53,696,000 to recommend to the 2019 Minnesota Legislature for funding from the Environment and Natural Resources Trust Fund (ENRTF). The recommendations are the result of the LCCMR's 2019 Request for Proposal (RFP) process, in which 273 proposals requesting a total of approximately $191 million were received and considered through a competitive, multi‐stage evaluation. The recommendations range from funding the full proposal and dollar amount requested to partial funding for specific proposal elements.

2019 Proposals Received

For the FY 2020 and FY 2021 biennium (July 1, 2019 - June 30, 2021), approximately $61 million is available each year for funding from the Environment and Natural Resources Trust Fund. As of April 11, 2018, the Legislative-Citizen Commission on Minnesota Resources (LCCMR) received 273 proposals requesting a total of approximately $191 million. This RFP process is for funding beginning July 1, 2019.

LCCMR reviews and evaluates all proposals against their 10 adopted evaluation criteria. On June 5, members selected a subset of 110 high-ranking proposals to invite for presentation before the LCCMR on June 19, 20, 21, 26 and 27 in order to receive further consideration. On July 17-18, LCCMR then makes final selection and funding allocation decisions. These selected projects are presented to the 2019 Minnesota Legislature as the official LCCMR recommendations for spending from the Environment and Natural Resources Trust Fund.

Thank you for your interest in the LCCMR's 2018 Request for Proposal. The deadline for submission of proposals was 4:30 PM on 04/11/18 and has now passed. Proposals are no longer being accepted.

The LCCMR's 2019 Request for Proposal (RFP) for funding from the Environment and Natural Resources Trust Fund was issued on January 3, 2018. This RFP is for funds to become available on July 1, 2019. Draft proposals are due by 4:30 PM on Wednesday, March 14, 2018. Proposals are due by 4:30 PM on Wednesday, April 11, 2018.
