2017 Proposal & Funding Process

M.L. 2017 Project Appropriations

The LCCMR selected 69 projects to recommend to the 2017 Minnesota Legislature to collectively receive $59.1 million in funding from the Environment and Natural Resources Trust Fund. The recommendations came from the LCCMR's 2017 Request for Proposal (RFP) process, in which 195 proposals requesting a total of approximately $159.6 million were received, and considered through a competitive, multi-stage evaluation. The Legislature adopted 63 of the recommendations, including 59 without any changes and 4 at a decreased dollar amount; deleted 7 of the appropriations; and added 2 new appropriations for a total of 65 appropriations totaling $64,250,000.On 05/30/2017, 65 appropriations totaling $64,250,000, were signed into law by the Governor as M.L. 2017, Chapter 96.

2017 Project Recommendations

At its meetings on July 12-13, 2016, the LCCMR selected 69 projects for its 2017 funding recommendations totaling $59.1 million from the Environment and Natural Resources Trust Fund (ENRTF). The recommendations are the result of the LCCMR's 2017 Request for Proposal (RFP) process, in which 195 proposals requesting a total of approximately $159.6 million were received and considered through a competitive, multi-stage evaluation process. The recommendations range from full funding for the full proposal and dollar amount requested to partial funding for specific proposal elements and partial dollar amounts requested. The LCCMR will meet in November and December to finalize its funding recommendations package before the recommendations are submitted to the 2017 Minnesota Legislature for review and approval.

2017 Proposals Received and Selected to Present

195 proposals requesting a total of approximately $159.6 million were received. This RFP process is for funding available beginning July 1, 2017. For that period, approximately $50 million from the Environment and Natural Resources Trust Fund is currently expected to be available to recommend for project funding. The LCCMR will be reviewing, evaluating, and ranking all proposals received. On June 7-8, 2016, the LCCMR is scheduled to select a subset of proposals to receive further consideration and to invite to present before the Commission. Proposal presentations for those invited are scheduled to occur June 21, 22, 23, 27, 28 and 29 - dates are as needed depending on the number of proposals selected to present to the Commission.

Thank you for your interest in the LCCMR's 2017 Request for Proposal. The deadline for submission of most proposals (see "Extended Deadline" below) was 4:30 PM on 03/21/16 and has now passed. Most proposals are no longer being accepted.
