A commission member, technical advisory committee member, a peer review panelist, or an employee of the commission may not participate in or vote on a decision of the commission, technical advisory committee, or peer review panel relating to an organization in which the member, panelist, or employee has either a direct or indirect personal financial interest. While serving on the commission, technical advisory committee, or peer review panel, or being an employee of the commission, a person shall avoid any potential conflict of interest. |

11:30 a.m. | 7. | M.L. 2015, Chp. 76, Sec. 2, Subd. 09c, Scientific and Natural Area Acquisition, Restoration, Enhancement and Public Engagement. DNR request to acquire 43-acres ($79,000), of which 27-acres has an existing conservation easement on it, for the Cannon River Turtle Preserve SNA in Goodhue County. Presenter: Peggy Booth, DNR SNA Program The LCCMR consideration and approval is required according to: M. S. 116P.18 LANDS IN PUBLIC DOMAIN. Money appropriated from the trust fund must not be used to purchase any land in fee title or a permanent conservation easement if the land in question is fully or partially owned by the state or a political subdivision of the state or was acquired fully or partially with state money, unless: (1) the purchase creates additional direct benefit to the protection, conservation, preservation, and enhancement of the state's air, water, land, fish, wildlife, and other natural resources; and (2) the purchase is approved, prior to the acquisition, by an affirmative vote of at least 12 members of the commission. |
