PROJECT TITLE: Minnesota State Trails Development I. PROJECT STATEMENT This project fulfills legislative direction to expand recreational opportunities on Minnesota State Trails through the development of new trail segments; and the rehabilitation and enhancement of existing State Trails. Engineering, design, and construction will meet the requirements of the Americans with Disabilities Act (ADA), Minnesota Department of Natural Resources Trail Planning, Design and Development Guidelines, the Minnesota Department of Transportation Bikeways Facility Design Manual, and the American Association of State Highway and Transportation Officials (AASHTO) guide for the development of bicycle facilities. The Minnesota State Trail projects in this ENRTF project include: * State Trail Bridge Renewal or Replacement: Rehabilitation or Replacement of 5-7 bridges Statewide * Blazing Star State Trail: Albert Lea Lake / Myre - Big Island State Park Segment * Paul Bunyan State Trail: Hackensack to Backus Segment * Heartland State Trail: Frazee/TH10 Segment * Cuyuna Lakes State Trail: Crosby West/Cuyuna Rec Area Segment * Glacial Lakes State Trail: New London-Co Hwy 40 Segment Each of the identified projects enhance recreational opportunities by completing a connection between existing trail segments and communities, by providing matching funds for projects with Federal Grants, or by completing of public safety improvements. If any of the final project plans identify the need for limited land acquisition, an update to the ENTF Work Plan will be submitted. Should any of the above-referenced projects experience unanticipated delays or barriers to completion, an update to the ENRTF work plan will be submitted in order to include the next priority State Trail project(s). II. PROJECT ACTIVITIES AND OUTCOMES Activity 1 Title: State Trail Bridge Renewal or Replacement: This project includes the renewal or replacement of 5-7 existing State Trail Bridges that have a Conditional Index Rating of Fair to Poor and are recommended for substantial rehabilitation or complete replacement within 2 years. ENRTF BUDGET: $2,500,000 Outcome Completion Date 1. Bridge Renewal or Replacement: Engineering and Construction 12/31/22 Activity 2 Title: Blazing Star State Trail - Albert Lea Lake / Myre-Big Island State Park Segment: This project represents the development of a 0.4 mile connection of the Blazing Star State Trail within Myre-Big Island State Park, connecting the Communities of Albert Lea and Hayward. Project engineering and permitting are in-progress. The ENRTF Budget for this project will supplemented by a $960,000 Transportation Alternatives Grant awarded March 2019. ENRTF BUDGET: $1,750,000 Outcome Completion Date 1. Blazing Star State Trail: Albert Lea to Hayward Engineering and Construction 12/31/23 Activity 3 Title: Paul Bunyan State Trail - Hackensack to Backus Segment: This project proposes the renewal and upgrading of a 7.5 mile segment of the existing State Trail between the communities of Backus and Hackensack. ENRTF BUDGET: $1,500,000 Outcome Completion Date 1. Paul Bunyan State Trail: Hackensack to Backus Engineering and Construction 12/31/21 Activity 4 Title: Heartland State Trail - Frazee/TH10 Segment: This project is for the development of a 2.5 mile State Trail segment extending west of Frazee along TH10 and connecting with the Detroit Lakes Trail Segment to be constructed in three phases in 2019/2020. ENRTF BUDGET: $1,500,000 Outcome Completion Date 1. Heartland State Trail: Frazee/TH10 Segment Construction 12/31/22 Activity 5 Title: Cuyuna Lakes State Trail - Crosby West/Cuyuna Rec Area Segment: This project proposes the renewal and upgrading of a 2.5 mile segment of the State Trail which traverses the Cuyuna Rec Area west of the community of Crosby. Upgrading to include improved natural surface connections to the expanding Rec Area. ENRTF BUDGET: $750,000 Outcome Completion Date 1. Cuyuna Lakes State Trail: Crosby West Segment Engineering and Construction 12/31/21 Activity 6 Title: Glacial Lakes State Trail - New London/Co Hwy 40 Segment: This project is for the development of a 4.0 mile State Trail segment extending west of New London along Kandiyohi Co Hwy 10 and connecting with the Sibley State Park/Glacial Lakes State Trail Segment to be constructed in 2019/2020. ENRTF BUDGET: $2,000,000 Outcome Completion Date 1. Glacial Lakes State Trail: New London-Co Hwy 40 Segment Construction 12/31/22 III. PROJECT PARTNERS AND COLLABORATORS: There will be no project collaborators that will be receiving ENRTF funding B. Partners NOT receiving ENRTF funding: Project partners include the MnDOT, the communities of Frazee, Detroit Lakes, New London, Crosby, Hackensack, Backus, Becker and Kandiyohi Counties, and the Friends of Sibley State Park Improvement Association. Partner participation will include supplemental funding, providing trail rights-of-way and design review assistance. IV. LONG-TERM IMPLEMENTATION AND FUNDING: Each of the identified projects are all existing or proposed components of the Outdoor Recreation System and will be implemented through the MNDNR Division of Parks and Trails Division staff. All project engineering, design, contract administration and construction inspection will be completed by or under the direct oversight of the MNDNR Division of Operation Services. It is anticipated that each of the projects will take from 1 to 3 years to complete. The Department will operate, maintain and protect each of the facilitities when complete. V.
